Returns the calculated base location (Y coord) for given point index for image of given size.

Parameters
- pointIndex
- The index for the point to fetch. (Zero based)
- imageHeight
- Height of the image.
Returns
- Double
Remarks
The base location is where the point would be if the distortion on the point is set to 0,0. So where the point actually is would be BaseLocation + the Offset on the point.
